THE COMMISSION ON TOBACCO, ALCOHOL AND SUBSTANCE ABUSE ADDICTION has been created for the purpose of studying and making recommendations for the development of a coordinated, effective, and adequately funded system for preventing tobacco, alcohol, and substance abuse addiction and treating such addictions, when they occur, in a humane, caring, and effective manner. The Commission's goals include:
- Considering how to coordinate and make the most effective use of Vermont's resources allocated to addressing tobacco, alcohol and substance abuse addiction, including consideration of whether any organizational restructuring should take place;
- Recommending whether tobacco trust fund monies should be spent to address alcohol and substance abuse addiction as well as tobacco prevention, cessation and control activities;
- Making recommendations for the development of a coordinated, effective and adequately funded system for preventing and treating tobacco, alcohol and substance abuse addiction;
In addition, the Commission has questions specific to both providers and consumers. They are as follows:
- PROVIDERS
- How do you know what you're doing works, i.e., how do you measure success?
- What tools do you have in your toolbox to offer a continuum of care, i.e., follow-up treatment?
- In your view, does the designated provider system facilitate providing appropriate services to consumers, and does it adequately compensate providers?
- CONSUMERS
- Where are the gaps in the existing system?

The Commission recognizes that the accuracy of its findings and the force of its recommendations can only be enhanced the more public input there is.
