Explanation of votes

Rep. Allard of St. Albans Town explained his vote as follows:

"Mr. Speaker:

I voted yes because I don't think this bill should be used as a political football.

I never have, and I don't think I ever will, pick up the paper and read four area youth were

killed returning from Canada. Police suspect mercury was involved."

Rep. Baker of Randolph explained his vote as follows:

"Mr. Speaker:

I voted to suspend the rules to bring up the DWI bill for immediate action because I can still

see the ghosts of victims in the balcony when the Governor, during his State of the State Address,

called for a DWI bill, I don't recall him specifying the order in which a DWI bill should pass."

Rep. Darrow of Dummerston explained his vote as follows:

"Mr. Speaker:

Both DWI and mercury impact the health and well being of Vermonters. I vote no on this

motion so we can pass both bills."

Rep. Houston of Ferrisburgh explained her vote as follows:

"Mr. Speaker:

DWI is a priority for Vermonters. This is a major public safety issue. Let's not repeat the

same mistakes we made last year and sacrifice anymore Vermont lives for our political agenda."

Rep. Steele of Waterbury explained her vote as follows:

"Mr. Speaker:

It is now 4:15 pm, Saturday afternoon. We have accomplished very little today. We have

passed the Budget. The games have begun - DWI, an issue that has been worked on for over two

years pitted against a mercury bill that has only existed for a few weeks that could wait until January.

My vote today on rules suspension is a "yes" vote for passage of the DUI bill.

Mr. Speaker, I don't intend to stay here until the wee hours of Sunday morning to play games.

I have served my constituents well and intend to go home before dark."

Rep. Suchmann of Chester explained his vote as follows:

"Mr. Speaker:

We have spent more than half this day sitting around doing nothing except wasting taxpayers'

money.

I am willing to vote on any bill right now - on its merits. I don't care in what order we vote.

I haven't served in the August Chamber long enough to appreciate the niceties of political chicken.

Let's just bring this session to an end."

Rep. Kinsey of Craftsbury explained his vote as follows:

"Mr. Speaker:

Last year I severely criticized your House committee on Judiciary for its inaction. The Chairman from

Brattleboro assured us that he and the committee would work hard. They have done this as the vote indicates.

This year I want to thank the Chairman and the committee for their hard work on this issue. I voted yes and

hope it works."

Rep. Yarnell of Colchester explained her vote as follows:

"Mr. Speaker:

When our federal and state Constitutions were written, the authors were very wary of police and governmental

powers. I still am, so I voted no."
