I supported this proposal in committee, and I supported it on the floor. But I do not support it as an amendment to S. 49.

We passed a bill that the Senate did not have enough time to act on. To try to hang it on as an amendment to S. 49 at this point in the session, is just playing games. Some may say that's how the system works. I say that's one of the ways the system is broken."

"Mr. Speaker:

I believe the former assistant minority leader from Barre City, Mr. Poirier will recall a similar situation 14 years ago when the rules protected the minority party. There were 4 bills up for rules suspension. The question was the same, in which order? We spent 8 hours trying to get rules suspensions, well past midnight. Problem is, I don't recall who won."

With the help of the member from Barre City, Mr. Poirier, I now recall the events leading up to the 8 hour delay in suspending the rules 14 years ago.

After the Governor chased the two minority leaders out of his office, we went to plan B. We let the then, minority

party, bring up the lottery bill they wanted first and passed it. Then the Governor vetoed it."

Rep. LaBarge of Grand Isle explained his vote as follows:

"Mr. Speaker:

All my life I have had difficulty swallowing large pills."

Rep. Zuckerman of Burlington explained his vote as follows:

"Mr. Speaker:

We have all experienced what happened with delay tactics earlier this year. Lets stop the delay so we can all go home. Eventually majority will rule as it should in a Democracy."
