Joint Concurrent Senate Resolution

     By Senators Doyle, Illuzzi and Mazza,

     By Representatives Emmons of Springfield, Obuchowski of Rockingham and Westman of Cambridge,

     S.C.R. 39.  Senate concurrent resolution in memory of former Legislative Council operations' manager Dulcina Goulette-Sabourin.

Whereas, Dulcina (Del) Goulette-Sabourin was born in Manchester, New Hampshire, and relocated with her family to the town of Washington near Barre and graduated from Spaulding High School in 1939, and

Whereas, in 1959, after employment for many years at Reynolds and Sons in Barre, she embarked on a new career in the legislature’s staff support office now known as the Legislative Council, and

Whereas, during her public service in the administrative office of the Vermont General Assembly, the legislature’s support staff evolved from primarily part time to full time, and

Whereas, throughout these years, the members of the General Assembly were always confident that Del Goulette had full command of the legislative branch’s administrative needs and was clearly in charge, and

Whereas, Del Goulette’s tenure as Legislative Council’s operations’ manager featured strict accountability and a no-nonsense management style that put each staff member on notice that only the highest possible work standards were permissible, and

Whereas, legislators knew they could always rely on the staff support services that the employees under her direction provided to committees and individual members, and

Whereas, in 1984, after a quarter century of exemplary public service at Legislative Council, Del Goulette retired, and

Whereas, Del Goulette-Sabourin’s life outside the council was extremely busy through her active participation as a member of community organizations, including the Vermont Business and Professional Women, the Altrusa Club, and after her retirement and relocation to South Burlington, the South Burlington Senior Citizens, and

Whereas, her deeply felt religious commitment was carried forth as a parishioner of St. John Vianney Catholic Church, and she was especially devoted to The Blue Army of Our Lady of Fatima, and

Whereas, Del Goulette was married to Maurice Goulette in 1941, and they were the parents of two daughters, Theresa Boudreau of Colchester and Patty Jones of Windsor, Missouri, and

Whereas, she is survived by her daughters, seven grandchildren, 26 great‑grandchildren, four step-grandchildren, and two step-great-grandchildren, and

Whereas, on December 29, 1984, Del Goulette, who was widowed in 1981, married Alderic Sabourin, opening a new and happy chapter in her life, during which she participated in many new learning opportunities, and

Whereas, Del Goulette-Sanbourin’s busy life of 86 years ended with her death on March 8, 2008, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly expresses its sincere condolences on the passing of former Legislative Council operations’ manager Dulcina Goulette-Sabourin, and be it further

ResolvedThat the Secretary of State be directed to send a copy of this resolution to each of Dulcina Goulette-Sabourin’s children and grandchildren.
