Joint Concurrent Senate Resolution

   By Senators Campbell, Ayer, Bartlett, Carris, Collins, Condos, Coppenrath, Cummings, Doyle, Flanagan, Girard, Hartwell, Illuzzi, Kitchel, Kittell, Lyons, MacDonald, Maynard, Mazza, McCormack, Miller, Mullin, Nitka, Racine, Scott, Sears, Shumlin, Snelling, Starr and White,

     S.C.R. 20.  Senate concurrent resolution congratulating Steve Locke and David Rowlee on the completion of their leadership service at the Vermont Professional Firefighters Association.

Whereas, the Professional Firefighters of Vermont (PFFV) serves as the advocacy and support organization for the full-time first responders who serve with the communities of Barre Town, Bellows Falls, Brattleboro, Burlington, Montpelier, Hartford, Rutland City, St. Johnsbury, South Burlington and Springfield, and

Whereas, the organization’s leadership consists of dedicated individuals who work as emergency responders on a full-time basis in addition to devoting many hours each year addressing the occupational issues of concern to their colleagues across the state including working conditions, training requirements, and health concerns, and

Whereas, two of the organization’s outstanding leaders in recent years have been Hartford Fire Department lieutenants and emergency medical technicians Steve Locke and David Rowlee, and

Whereas, Lt. Steve Locke, who is a Hartford resident, has been a member of the town’s fire department for the last nine years, and

Whereas, for five years he served as PFFV’s secretary-treasurer and has led the organization as its hard-working president since 2000, and

Whereas, in addition to his statewide role, Lt. Locke leads the firefighter representational unit for Hartford firefighters, and

Whereas, Lt. David Rowlee, who resides in Hartland, began his duties as a Hartford firefighter in 1990, and

Whereas, since 2001, he has served with great diligence as the PFFV’s secretary‑treasurer, and

Whereas, Lt. Rowlee also represents the PFFV on the Vermont fire safety training council’s curriculum committee, and

Whereas, each of these superb firefighters will conclude his PFFV leadership role this year, and they both have always striven to serve their fellow firefighters to the very best of their ability, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly congratulates Steve Locke and David Rowlee on the completion of their leadership service at the Vermont Professional Firefighters Association, and be it further

Resolved:  That the Secretary of State be directed to send a copy of this resolution to Lt. Steve Locke and Lt. David Rowlee at the Professional Firefighters of Vermont in South Burlington.
