RESOLUTION AS INTRODUCED 2007-2008

JOINT HOUSE RESOLUTION

State of Vermont

House of Representatives

Montpelier, Vermont

Joint House Resolution

J.R.H.  48

Joint resolution requesting Comcast Inc. to forgo its proposed cable television rate increases

Offered by:  Representative Obuchowski of Rockingham

Whereas, Vermonters have come to rely on cable television as a relatively affordable source of news, public affairs, sports, and other types of information and entertainment, and

Whereas, cable television enables viewers to witness historic events, watch and cheer for their favorite athletic teams, and see drama and music presentations that they would never be able to view otherwise, and

Whereas, as the economic situation becomes more perilous, Vermonters may have no choice but to tighten their budgets and scale back or eliminate completely their cable television subscriptions, and

Whereas, given the great benefit that Vermonters derive from cable television, they are hoping there will not be a need to forgo cable television subscriptions which in many areas, given Vermont’s mountainous geography, would mean the loss of even the most basic local station coverage, and

Whereas, Comcast Inc. is now the vendor providing cable television service for much of the state, and

Whereas, the company has recently published new rate increases that are scheduled to take effect on February 1, 2008, and

Whereas, included in these increases are two-dollar-per-instance increases for the reinstallation of a cable connection and for the installation of an additional outlet at the time of a reinstallation or an initial installation, and

Whereas, even higher rate increases of $3.00 per month were announced for a standard cable subscription, one of the most popular service options for cable subscribers, and for the digital service that an increasing number of viewers are choosing as television transmission is rapidly switching from the analogue to digital mode, and

Whereas, increases of this magnitude will be a burden on many Vermonters at this time of economic uncertainty with the result that Comcast may lose customers and end up with less revenue than it projects to receive from the rate increases, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly requests that Comcast Inc. forgo its proposed cable television rate increases, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to Sena Fitzmaurice, senior director of corporate communications and government affairs at Comcast Inc. in Philadelphia.
