Joint Concurrent House Resolution

House concurrent resolution recognizing the Vermont Institutes’ contributions to primary and secondary education in mathematics, science, and technology

Whereas, in recognition of the need to broaden the offering of elementary and secondary educational programs in mathematics, science, and technology, the Vermont Institute for Science, Math and Technology (VISMT)—now known as the Vermont Institutes (VI)—was established in 1992 through the creation of a nonprofit organization formed as a collaborative of government, business, and education leaders with funding from a National Science Foundation grant, and

Whereas, since its establishment, the Vermont Institutes has provided leadership, professional development, technical support, and research services, among other support programs, to Vermont schools in each of the state’s counties, and

Whereas, during the organization’s Phase 1 period, it focused on the implementation of the Vermont Statewide Systemic Initiative, one of 28 such programs nationwide, that was charged with raising student performance in science, math, and technology, and

Whereas, this collaborative enterprise concentrated its efforts on teacher training, curriculum development, and creating school-community partnerships, and

Whereas, early on, VISMT affirmed that its programs would be available on a nondiscriminatory basis regardless of a student’s income, gender, or geographic location, and

Whereas, the first phase of the institutes’ programming was extremely successful, and Vermont was one of only eight of the original 28 states awarded a Phase 2 grant enabling VISMT to expand its program statewide, and

Whereas, beginning in 1998, the organization, now officially renamed Vermont Institutes, entered into a series of partnerships with the Vermont department of education which included the Vermont Teacher Quality Enhancement Project, support of superintendents, principals, and teacher leaders, and other technology-based partnerships, and

Whereas, the third phase of VI’s programmatic history was a collaboration with the Vermont department of education, several Vermont higher education institutions, and the Vermont Mathematics Initiative to establish the Vermont Mathematics Partnership, and

Whereas, the partnership has implemented in-depth mathematics instruction and assessment programs in seven supervisory unions, and

Whereas, the Vermont Institutes will soon conclude its highly successful collaborative educational activities to expand the quality and availability of math, science, and technology curricula in Vermont’s schools, now therefore be it

Resolved by the Senate and House of Representatives:

That the general assembly recognizes Vermont Institutes’ contributions to primary and secondary education in mathematics, science, and technology, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to John Kessler, president of the board of directors of the Vermont Institutes, and to Douglas Harris at the VISMT administrative office.
