House concurrent resolution in memory of John D. Picard

Whereas, John (J.D.) Picard died tragically at the age of 17 on February 24, 2008, but his brief life brought great joy and happiness to his family members and many friends at U-32 High School, and

Whereas, a deep love of the land represented a core value in J.D.’s life that was manifested in the pleasure he derived from hunting, fishing, trapping, and riding on an ATV or a snowmobile, and

Whereas, he possessed a bountiful knowledge of living and working in the outdoors and the animals that inhabit the Vermont woods, and

Whereas, J.D. was born in Berlin and resided in Middlesex with his parents, John and Megan, and he had three loving sisters, Melissa, Suzanne, and Jessie, who with her husband Paul Alfarone have two children, Oscar and Biruk, and

Whereas, he graduated from the Rumney Elementary School and was a senior at U-32 High School, from which he was scheduled to graduate this June, and

Whereas, J.D. was a strong athlete, was a member of the U-32 lacrosse team, and played football as a sophomore before withdrawing from the team, following an injury, in order to preserve his health for joining his father’s excavation company after graduation, and

Whereas, J.D. was known for being a champion for the underdog, and this compassion for others was reflected in his large circle of friends at school where he was fondly referred to as the “King of U-32,” and he was delighted when his senior class voted him as its “Real Vermonter,” and

Whereas, the work ethic J.D. displayed was second to none, and he was known for continuing on a job long into the evening until it was completed, and he was looking forward to the prospect of working full-time with his father, and

Whereas, from a young age, J.D. was fascinated with machinery and could operate an excavator and other construction equipment with great precision, and

Whereas, J.D. was a warm and immensely likeable human being whose premature death has left a deep and lasting void within his extended family, especially for his most special friend Kira Hopkins as well as in the lives of his U-32 classmates, and

Whereas, his passing reminds us how each individual’s unique place in society is important to so many other human beings, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly expresses its sympathy to the family and friends who were privileged to have John Picard be an integral and meaningful part of their lives, and be it further

Resolved: That the secretary of state be directed to send a copy of this resolution to John and Megan Picard, to Melissa Picard, to Suzanne Picard, to Jessie and Paul Alfarone, to his maternal grandparents, Donald and Audrey Walker, and to Kira Hopkins.
