House concurrent resolution recognizing the law enforcement leadership and community service of former Brattleboro Police Chief and Windham County Sheriff Richard Guthrie

Offered by:  Representatives Marek of Newfane, Deen of Westminster, Edwards of Brattleboro, Hube of Londonderry, Manwaring of Wilmington, Milkey of Brattleboro, Moran of Wardsboro, Mrowicki of Putney, Obuchowski of Rockingham, O'Donnell of Vernon, Partridge of Windham and Pillsbury of Brattleboro

Whereas, during the summer of 2006, the Windham County sheriff’s department was thrown into turmoil as the result of the sheriff’s resignation following a contentious controversy, and

Whereas, there was an immediate need to restore confidence in this countywide law enforcement force that also serves as the municipal police department in a number of localities, and

Whereas, the qualifications for a new sheriff included a strong and respected law enforcement background, including leadership and managerial experience and a knowledge of Windham County and its public safety requirements, and

Whereas, an obvious candidate for the position was former Brattleboro Police Chief Richard Guthrie who had won considerable admiration in that town during his many years of association with Windham County’s largest municipal police force, and

Whereas, he assumed the role of Windham County Sheriff last July and restored the county residents’ respect for their law enforcement force and the integrity of its administration, and

Whereas, as he promised, Richard Guthrie served in this important role only on an interim basis until the voters of Windham County could elect a new sheriff at the 2006 general election, and

Whereas, Richard Guthrie proved during the summer and fall of 2006 that the excellent reputation he earned during his years with the Brattleboro Police Department were richly deserved, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly recognizes the outstanding law enforcement leadership and community service of former Brattleboro Police Chief and Windham County Sheriff Richard Guthrie, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to Richard Guthrie.
