Whereas, the late Representative Rozo McLaughlin of South Royalton served as the member from the Windsor-Orange 1 House district, comprising the towns of Royalton and Tunbridge, during the 2003–2004 and 2005–2006 legislative bienniums, and

Whereas, her familiarity with this district was undeniable as she was born on Hitching Post Farm in the town of Royalton and resided in this municipality for her entire life, except during the two academic years she attended Reed College in Oregon, and

Whereas, she had graduated from both South Royalton High School and Vermont Technical College prior to her western academic sojourn, and

Whereas, growing up on her family farm, Rozo McLaughlin developed a deep appreciation for our state’s agricultural heritage and a strong work ethic, and

Whereas, prior to standing for a seat in the House of Representatives, she exhibited a dedication to civic service as a member of Royalton’s school board and of the selectboard and as a justice of the peace, and

Whereas, her commitment to improving public education and sustaining Vermont’s family farms inspired Rozo McLaughlin to seek a seat in the House of Representatives, even though Royalton and Tunbridge had not usually selected Democrats for membership in the state's larger legislative chamber, and

Whereas, Rozo McLaughlin’s personal roots in the district and her effective and neighborly style of campaigning enabled this first-time state legislative candidate to emerge triumphantly on election day, November 2002 and again in 2004, and

Whereas, on her arrival in Montpelier, she was assigned to the House Committee on Education on which she applied her experience as a school board member to the tasks at hand, and

Whereas, Representative McLaughlin’s passion for promoting agricultural products and interest in child nutrition led to her advocacy on behalf of H.456, “An act relating to use of Vermont products and nutrition education in schools,” and her efforts helped lead to the legislation’s enactment as Act No. 145 of the 2005 Adjourned Session, and

Whereas, this much-admired solon’s and horse riding instructor’s life was cut short tragically when she died of cancer on October 30, 2006, and

Whereas, her husband, Tom, and daughter, Katie, brought Representative McLaughlin great comfort during the difficult final weeks of her life, and

Whereas, her colleagues in the General Assembly and many acquaintances in Windsor County have lost a special friend, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly extends its sincere condolences to the family of the late Representative Rosemary McLaughlin, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to her husband and daughter in Royalton.
