Pursuant to Rule. 8 of the Senate Rules, in the absence of the President and the President pro tempore, the time for convening of the Senate having been set at 11:30 A.M., the Senate was called to order by David A. Gibson, Secretary of the Senate.

Devotional Exercises

Devotional exercises were conducted by the Reverend Melvin Bridge of Ryegate.

Presiding Officer Elected

Thereupon, pursuant to the provisions of Rule 8 of the Senate Rules, in the absence of the President and the President pro tempore, the Senate proceeded to the election of an acting President pro tempore to preside.

Nominations being in order, Senator Kitchel of Caledonia District nominated Senator Richard T. Mazza of Grand Isle District.

There being no further nominations, on motion of Senator Kitchel, the nominations were closed, and the Assistant Secretary was instructed to cast one ballot for Senator Richard T. Mazza to serve as presiding officer until the return of the President or the President pro tempore.

Message from the House No. 9

     A message was received from the House of Representatives by Ms. Wrask, its Second Assistant Clerk, as follows:

Mr. President:

I am directed to inform the Senate the House has passed a bill of the following title:

H. 580.  An act relating to terms of members of the Vermont Tobacco Evaluation and Review Board.

In the passage of which the concurrence of the Senate is requested.

Joint Resolution Adopted on the Part of the Senate

Joint Senate resolution of the following title was offered, read and adopted on the part of the Senate, and is as follows:

   By Senator Shumlin,

     J.R.S. 47.  Joint resolution relating to weekend adjournment.

Resolved by the Senate and House of Representatives:

That when the two Houses adjourn on Friday, January 25, 2008, it be to meet again no later than Tuesday, January 29, 2008.

Bill Passed in Concurrence

H. 550.

House bill of the following title was read the third time and passed in concurrence:

An act relating to approval of amendment to the charter of the city of South Burlington regarding voter approval of city and school district budgets.

Joint Resolutions Adopted on the Part of the Senate

J.R.S. 45.

Joint Senate resolution entitled:

Joint resolution providing for a Joint Assembly for the election of two legislative trustees of the Vermont State Colleges Corporation.

Having been placed on the Calendar for action, was taken up and adopted on the part of the Senate.

J.R.S. 46.

Joint Senate resolution entitled:

Joint resolution establishing a procedure for the conduct of the election of two legislative trustees of the Vermont State Colleges Corporation by plurality vote by the General Assembly in 2008.

Having been placed on the Calendar for action, was taken up and adopted on the part of the Senate.

Adjournment

On motion of Senator Kitchel, the Senate adjourned until eleven o’clock and thirty minutes in the morning.
