The Senate was called to order by the President.

Devotional Exercises

Devotional exercises were conducted by the Reverend Mark Pitton of Montpelier.

Message from the House No. 5

     A message was received from the House of Representatives by Ms. Wrask, its Second Assistant Clerk, as follows:

Mr. President:

I am directed to inform the Senate the House has passed a bill of the following title:

H. 550.  An act relating to approval of amendment to the charter of the City of South Burlington regarding voter approval of city and school district budgets.

In the passage of which the concurrence of the Senate is requested.

Message from the House No. 6

     A message was received from the House of Representatives by Ms. Wrask, its Second Assistant Clerk, as follows:

Mr. President:

I am directed to inform the Senate the House has considered a bill originating in the Senate of the following title:

S. 318.  An act relating to the authority of Vermont municipalities to acquire facilities and other assets.

And has passed the same in concurrence.

Message from the House No. 7

     A message was received from the House of Representatives by Ms. Wrask, its Second Assistant Clerk, as follows:


Mr. President:

I am directed to inform the Senate the House has passed a bill of the following title:

H. 590.  An act relating to the spelling of the name of the town and village of Alburg.

In the passage of which the concurrence of the Senate is requested.

The House has considered a joint resolution originating in the Senate of the following title:

J.R.S. 44.  Joint resolution relating to weekend adjournment.

And has adopted the same in concurrence.

     The House has adopted concurrent resolutions of the following titles:

     H.C.R. 176.  Concurrent resolution in memory of the American military personnel who have died in the service of their nation in Iraq from December 30, 2006 through December 19, 2007.

     H.C.R. 177.  Concurrent resolution congratulating the 2007 Woodstock Union High School Lady Wasps Division II championship field hockey team.

     H.C.R. 178.  Concurrent resolution in memory of Rosendo Cueto.

     H.C.R. 179.  Concurrent resolution congratulating Sydney Perry of Middlesex on her winning the 2007 Miss Vermont Teen USA title.

     H.C.R. 180.  Concurrent resolution congratulating the 2007 Essex High School Hornets Division I championship girls’ soccer team.

     H.C.R. 181.  Concurrent resolution honoring Sally Bouffard for over four decades of dedicated public service at the department of education and state board of education.

     H.C.R. 182.  Concurrent resolution in memory of former Representative Ruth H. Towne of Berlin.

     H.C.R. 183.  Concurrent resolution honoring Elizabeth Christie for her efforts to improve the lives of Vermont’s children.

     H.C.R. 184.  Concurrent resolution honoring the participants in the construction of the new “Extreme Makeover: Home Edition” home for the Vitale family in Athens.

In the adoption of which the concurrence of the Senate is requested.


     The House has considered a concurrent resolution originating in the Senate of the following title:

     S.C.R. 26.  Concurrent resolution congratulating the 2007 Hartford Hurricanes Division I championship football team.

And has adopted the same in concurrence.

Thereupon, the bill was read the second time by title only pursuant to Rule 43, and third reading of the bill was ordered.

An act relating to Medicaid coverage of naturopathic physicians.


Consideration Postponed

S. 213.

Senate bill entitled:

An act relating to the designation of a portion of state highways in the town of Manchester as class 1 town highways.

Was taken up.

Thereupon, without objection consideration of the bill was postponed until the next legislative day.

Bill Committed

S. 348.

Senate Committee bill entitled:

An act relating to education or workforce training for children between the ages of 16 and 18 years.

Having appeared on the Calendar for notice for one day, was taken up.

Thereupon, pending second reading of the bill, on motion of Senator Collins, the bill was committed to the Committee on Education.

Joint Resolution Adopted in Concurrence

J.R.H. 43.

Joint House resolution entitled:

Joint resolution designating October 18, 2008, as Vermont pumpkin carving day.

Having been placed on the Calendar for action, was taken up and adopted in concurrence.

Bill Withdrawn

S. 334.

On motion of Senator Racine, pursuant to Rule 50, Senate bill entitled:

An act relating to reducing the cost of workers’ compensation insurance.

Was withdrawn.


Senate Concurrent Resolution

     The following joint concurrent resolution, having been placed on the consent calendar on the preceding legislative day, and no Senator having requested floor consideration as provided by the Joint Rules of the Senate and House of Representatives, is hereby adopted on the part of the Senate:
