The Senate was called to order by the President.

Devotional Exercises

A moment of silence was observed in lieu of devotions.

Message from the House No. 22

     A message was received from the House of Representatives by Ms. Wrask, its Second Assistant Clerk, as follows:

Mr. President:

     I am directed to inform the Senate the House has considered Senate proposals of amendment to House bill of the following title:

     H. 213.  An act relating to interim assistance to the dairy industry and the development of long-term goals for a viable agricultural sector.

And has severally concurred therein.

Bills Introduced

Senate bills of the following titles were severally introduced, read the first time and referred:

By Senators Sears, Shumlin and White,

An act relating to nuisance suits involving photographic surveillance.

To the Committee on Judiciary.

S. 104.

By Senators Kittell and Collins,

An act relating to supervisory unionwide collective bargaining for all school districts and their employees.

To the Committee on Education.

By Senators White, Ayer, Lyons and McCormack,

An act relating to freedom of expression for students.

To the Committee on Education.

An act relating to the exclusion of special education and technical education expenses from the calculation of excess education spending.

An act relating to mapping class four town highways and trails and mass discontinuances of unmapped town highways.

Bill Referred to Committee on Finance

S. 7.

Senate bill of the following title, appearing on the Calendar for notice, and affecting the revenue of the state, under the rule was referred to the Committee on Finance:

An act relating to medical marijuana.

Joint Resolution Adopted on the Part of the Senate

Joint Senate resolution of the following title was offered, read and adopted on the part of the Senate, and is as follows:

   By Senator Shumlin,

     J.R.S. 18.  Joint resolution relating to weekend adjournment.

Resolved by the Senate and House of Representatives:

That when the two Houses adjourn on Friday, February 23, 2007, it be to meet again no later than Tuesday, February 27, 2007.

S. 91.

Senate committee bill entitled:

An act relating to the department of banking, insurance, securities, and health care administration.

Having appeared on the Calendar for notice for one day, was taken up.

Thereupon, the bill was read the second time by title only pursuant to Rule 43, and third reading of the bill was ordered.

J.R.H. 1.

Senator Hartwell, for the Committee on Natural Resources and Energy, to which was referred joint House resolution entitled:

Joint resolution to request Congress to ban exportation of elemental mercury.

Reported that the joint resolution ought to be adopted in concurrence.

Thereupon, the joint resolution was read the second time by title only pursuant to Rule 43, and third reading of the joint resolution was ordered.

Adjournment

On motion of Senator Shumlin, the Senate adjourned until eleven o’clock and thirty minutes in the morning.
