At ten o’clock in the forenoon the Speaker called the House to order.

Devotional Exercises

     Devotional exercises were conducted by Speaker Gaye Symington of Jericho.

Pledge of Allegiance

Page Mathieu Morissette of St. Albans led the House in the Pledge of Allegiance.

House Bills Introduced

House bills of the following titles were severally introduced, read the first time and referred or placed on the Calendar as follows:

H. 523

By the committee on Human Services,

An act relating to moving families out of poverty;

Under the rule, placed on the Calendar for notice.

H. 524

By the committee on Natural Resources and Energy,

An act relating to establishing a rebate for retail sales of biodiesel blends;

Under the rule, placed on the Calendar for notice.

By the committee on Government Operations,

An act relating to the Vermont Fire Service Training Council and the Division of Fire Safety;

     Under the rule, placed on the Calendar for notice.

Rules Suspended; Bill Committed

On motion of Rep. Kitzmiller of Montpelier, the rules were suspended and House bill, entitled

An act relating to the establishment of the Vermont Telecommunications Authority to advance broadband and wireless communications infrastructure throughout the state;

Appearing on the Calendar for notice, was taken up for immediate consideration. 

Pending the reading of the report of the committee on Commerce, on motion of Rep. Kitzmiller of Montpelier, the bill was committed to the committee on Natural Resources and Energy.

Rules Suspended; Bill Committed

Pending entrance of the bill on the Calendar for notice, on motion of Rep. Adams of Hartland,  the rules were suspended and House bill, entitled

An act relating to the state’s transportation program;

Was taken up for immediate consideration.

Pending second reading of the bill, on motion of Rep. Adams of Hartland the bill was committed to the committee on Appropriations.

 

 

Action on Bill Postponed

H. 380

House bill, entitled

An act relating to the regulation of health care facilities;

Was taken up and pending the reading of the report of the committee on Health Care, on motion of Rep. Keogh of Burlington, action on the bill was postponed until Friday, March 23, 2007.

Third Reading; Bills Passed

House bills of the following titles were severally taken up, read the third time and passed:

H. 515

House bill, entitled

An act relating to the collection and disposal of mercury-added thermostats;

H. 516

     House bill, entitled

     An act relating to the creation of one fund within each of the three Vermont retirement systems and to compliance with federal requirements.

Favorable Report; Third Reading Ordered

H. 403

Rep. Atkins of Winooski, for the committee on Government Operations, to which had been referred House bill, entitled

An act relating to post-retirement cost of living adjustments for state employees;

Reported in favor of its passage.  The bill, having appeared on the Calendar one day for notice, was taken up, read the second time and third reading ordered.

Adjournment

At ten o’clock and fifty-five minutes in the forenoon, on motion of Rep. Adams of Hartland, the House adjourned until tomorrow at one o’clock in the afternoon.
