Rep. Dostis of Waterbury moved that the committee on Natural Resources and Energy be relieved of House bill, entitled

An act relating to designated low impact development neighborhoods, agricultural lands mitigation and housing under Act 250, land gains tax exemptions for housing, and other housing incentives;

And that the bill be committed to the committee on General, Housing and Military Affairs, which was agreed to.

An act relating to approval of amendments to the charter of the town of Williston;

Was taken up and pending third reading of the bill, Rep. Manwaring of Wilmington moved to amend the bill as follows:

     In Sec. 5, 24  V.S.A. App. Chapter 156, § 14, after subsection (a), by striking “ * * * ”, and inserting in lieu thereof the following:

 

(b) Provisions related generally to all elected local offices.

(6) Vacancy.

* * *

(C) With the exception of the members of the cemetery commission A vacancy shall be filled by a majority vote of the selectboard, and the appointment shall run until an election is held.

Which was agreed to.  Thereupon, the bill was read the third time and passed.

An act relating to Vermont Life magazine;

Was taken up and pending third reading of the bill, Rep. Davis of Washington moved to amend the bill as follows:

     In Sec. 1, 3 V.S.A. § 2473a(b), by striking the second sentence and inserting in lieu thereof a new second sentence as follows:

The editorial functions of Vermont Life magazine shall be directed by an editor, who shall be a classified state employee and who shall report to the commissioner of tourism and marketing publisher.

Which was disagreed to. 

Thereupon, the bill was read the third time and passed.

     A message was received from the Senate by Mr. Marshall, its Assistant Secretary, as follows:

I am directed to inform the House that the Senate has on its part passed Senate bill of the following title:

S. 116.  An act relating to miscellaneous election law amendments.

In the passage of which the concurrence of the House is requested.

Adjournment

At eleven o’clock in the forenoon, on motion of Rep. Komline of Dorset, the House adjourned until Monday, March, 2007, at ten o’clock in the forenoon.
