At nine o'clock and thirty minutes in the forenoon the Speaker called the House to order.

Devotional Exercises

Devotional exercises were conducted by Speaker Gaye Symington.

Memorial Service

The Speaker placed before the House the following names of members of past sessions of the Vermont General Assembly who had passed away recently:

Lillian Dickinson of Orange                        Session of 1955

J. Russell Carpenter of Bennington           Sessions of 1989 & 1991

Benoit U. Blais of Derby                             Sessions of 1983, 1985, 1987, 1990 & 1991

Thereupon, the members of the House rose for a moment of prayer in memory of the deceased members.  The Clerk was thereupon directed to send a copy of the House Journal to the bereaved families.

Joint Resolution Placed on Calendar

The Speaker placed before the House the following resolution which was read and in the Speaker’s discretion, placed on the Calendar for action tomorrow under Rule 52.

     Joint resolution relating to Town Meeting adjournment.

Resolved by the Senate and House of Representatives:

     That when the two Houses adjourn on Friday, March 2, 2007, or Saturday, March 3, 2007, it be to meet again no later than Tuesday, March 13, 2007.

Remarks Journalized

On motion of Rep. Pugh of So. Burlington, the following remarks by Rep. French of Randolph were ordered printed in the Journal:

“Madam Speaker:

Rozo had any roles in her life, but to me she was first and foremost a wonderful friend. We both grew a in Royalton, our families had many connections, our mothers were very close friends. But since I'm three years older than Rozo, back then she was just one of those younger kids that I didn't pay much attention to. When Rozo and I were both elected to the House four years ago, it was wonderful to reconnect and we quickly became very close friends. The Roman philosopher Seneca, writing about Death said, "The comfort of having a friend may be taken away, but not that of having had one. ... He that has lost a friend has more cause for joy that he once had him, than grief that he is taken away." I am missing Rozo every day, but it was wonderful to have had her as my dear friend and colleague. We are all richer for having known her while she was here, even though that means we now grieve because she is gone.”

Message from the Senate No. 5

     A message was received from the Senate by Mr. Marshall, its Assistant Secretary, as follows:

Madam Speaker:

     I am directed to inform the House that the Senate has on its part adopted concurrent resolutions originating in the House of the following titles:

     H.C.R. 1.  House concurrent resolution congratulating the 2006 U-32 Raiders Division II championship boys’ soccer team.

     H.C.R. 2.  House concurrent resolution congratulating the 2006 U-32 Raiders Division II boys’ cross-country championship team.

     H.C.R. 3.  House concurrent resolution congratulating the 2006 U-32 Raiders Division II girls’ championship cross-country team.

     H.C.R. 4.  House concurrent resolution congratulating the 2006 U-32 Division IV championship football team.

     H.C.R. 5.  House concurrent resolution in memory of the late Representative Rosemary “Rozo” McLaughlin.

Adjournment

At ten o’clock  and five minutes in the forenoon, on motion of Rep. Adams of Hartland, the House adjourned until Tuesday, January 9, 2007, at ten o’clock in the forenoon, pursuant to the provisions of J.R.S. 5.
