Senate resolution calling for the orderly withdrawal of American military forces from Iraq to commence immediately.

S. 13

An act relating to idling school bus engines on school property.

Reported favorably with recommendation of amendment by Senator Starr for the Committee on Education.

The Committee recommends that the bill be amended by striking out all after the enacting clause and inserting in lieu thereof the following:

Sec. 1.  VEHICULAR IDLING ON SCHOOL PROPERTY

On or before September 1, 2007, the department of education shall make available to all public school districts and approved independent schools a model policy concerning vehicular idling on school property.  On or before September 1, 2008, each public school district and approved independent school shall adopt a policy concerning vehicular idling on its property and shall ensure that the policy is widely communicated.  Each public school district and approved independent school shall also ensure that the adopted policy is incorporated into any new or renewed contract into which it enters with a school bus company.

(Committee vote: 4-1-0)

Favorable with Proposal of Amendment

H. 213

An act relating to interim assistance to the dairy industry and the development of long-term goals for a viable agricultural sector.

Reported favorably with recommendation of proposal of amendment by Senator Bartlett for the Committee on Appropriations.

     The Committee recommends that the Senate propose to the House to amend the bill as follows:

First:  In Sec. 3, by striking out subsections (f) and (g) in their entirety

Second:  In Sec. 5(a), after management by adding “for transfer to the agency of agriculture, food and markets

Third:  By adding a new Sec. 7 to read as follows:

Sec. 7.  FINAL PAYMENT

It is the intent of the general assembly that the payment provided by this act is the final dairy assistance program payment for the 2007-2008 biennium.

and by renumbering the remaining section to be Sec. 8

CONFIRMATIONS

The following appointments will be considered by the Senate, as a group, under suspension of the Rules, as moved by the President pro tempore, for confirmation together and without debate, by consent thereby given by the Senate.  However, upon request of any senator, any appointment may be singled out and acted upon separately by the Senate, with consideration given to the report of the Committee to which the appointment was referred, and with full debate; and further, all appointments for the positions of Secretaries of Agencies, Commissioners of Departments, Judges, Magistrates, and members of the Public Service Board shall be fully and separately acted upon.

            Thursday, February 15, 2007 - 10:30 A.M. - House Chamber - Election of a Sergeant at Arms, of an Adjutant and Inspector General, and of three (3) trustees for the University of Vermont, and Vermont and State Agricultural College. 

            The following rules shall apply to the conduct of these elections:

            First:  All nominations for these offices will be presented in alphabetical order prior to voting.

            Second:  There will be only one nominating speech of not more than three (3) minutes and not more than two seconding speeches of not more than one (1) minute each for each nominee.
