An act relating to all-age access for tobacco cessation programs.
Rep. Andrews of Rutland City, for the Committee on Human Services, recommends the bill be amended by striking all after the enacting clause and inserting in lieu thereof the following:
Sec. 1. 18 V.S.A. § 9503(b) is amended to read:
§ 9503. VERMONT TOBACCO PREVENTION AND TREATMENT PROGRAM

(b) By June 1, 2001, the department and the board shall jointly establish a plan that includes goals for each program component listed in subsection (a) of this section, for reducing adult and youth smoking rates by 50 percent in the following 10 years. By June 1 of each year, the department and the board shall jointly establish goals for reducing adult and youth smoking rates in the following two years, including goals for each program component listed in subsection (a) of this section. The services provided by Quitline shall be offered and made available to any minor, upon his or her consent, who is a smoker or user of tobacco products as defined in section 1001 of Title 7.

Candidates for the position of Sergeant-at-Arms, candidates for the position of Adjutant and Inspector General, and legislative candidates for UVM Trustee positions are reminded that they must notify the Secretary of State in writing of their candidacy not later than Thursday, February 8, 2005, by 5:00 P.M., pursuant to the provisions of 2 V.S.A § 12(b). Otherwise their names will not appear on the ballot for this position.
The following rules shall apply to the conduct of these elections:
First: All nominations for these offices will be received by the Chair prior to voting, presented in alphabetical order.
Second: There will be only one nominating speech of not more than three (3) minutes and not more than two seconding speeches of not more than one (1) minute each for each nominee.
