Subject: Conservation; beverage container redemption
Statement of purpose: This bill proposes to amend the state’s bottle bill to require the operators of certified redemption centers to participate in a container commingling program. It also proposes to require beverage container manufacturers or distributors to pay an additional one-half cent per container, for a total of four cents, for returned containers that are not commingled.
AN ACT RELATING TO REQUIRING BEVERAGE CONTAINER MANUFACTURERS TO PAY AN ADDITIONAL ONE-HALF CENT PER CONTAINER TO RETAILERS WHO DO NOT COMMINGLE CONTAINERS
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 10 V.S.A. § 1522(b) is amended to read:
(b) A retailer or a person operating a redemption center who redeems beverage containers shall be reimbursed by the manufacturer or distributor of such beverage containers in an amount which is at least three and one-half cents per container for containers that are part of a commingling program and which is at least four cents per container for containers that are not part of a commingling program. Operators of certified redemption centers shall participate in a commingling program.
