Statement of purpose:  This bill would require any agency, department, office, or other unit of the executive branch of state government, and any nonprofit organization that receives over 50 percent of its annual funds from the state, to obtain the specific approval of the secretary of administration for any expenditure of state funds for gifts of any value to anyone, including members of the legislative branch, employees of the state or the nonprofit organization, or the public.

AN ACT RELATING TO APPROVAL OF EXPENDITURES FOR GIFTS

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  32 V.S.A. § 437 is added to read:

§ 437.  EXPENDITURES FOR GIFTS; APPROVAL REQUIRED

No agency, department, office, or other unit of the executive branch of state government, or any nonprofit organization that receives over 50 percent of its annual funds from the state, may expend state funds for gifts of any value to anyone, including members of the legislative branch, employees of the state or nonprofit organization, or the public without the specific approval therefor of the secretary of administration.  For the purposes of this section, “gifts of any value” includes shirts, caps, and other articles of clothing, pens, writing implements, and calendars bearing the logo of or otherwise identifying the donor.
