Subject: Public service; state energy plan; propane conservation
Statement of purpose: This bill proposes to require the department of public service to report to the general assembly with recommendations for ways to create incentives for propane consumers to engage in conservation as an alternative to pricing schedules in which consumers who purchase less propane are required to pay more per unit purchased. The bill proposes to require that these recommendations be included in the state energy plan updates.
AN ACT RELATING TO ENCOURAGING THE CONSERVATION OF PROPANE
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. PROPANE CONSERVATION
By no later than December 15, 2008, the department of public service shall report to the committees on natural resources and energy with recommendations for public or private actions that would create incentives for consumers of propane to engage in conservation, as an alternative to pricing schedules in which consumers who purchase less propane are penalized for their conservation by being charged more per unit purchased. These recommendations shall be included among the updated recommendations developed as part of the state energy plan required under 30 V.S.A. § 202b.
