Subject:  Education; school districts; architect proposals

Statement of purpose:  This bill proposes to require that a school district wishing to hire an architect solicit at least three proposals.

AN ACT RELATING TO SOLICITING OF ARCHITECT PROPOSALS BY A SCHOOL DISTRICT

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  16 V.S.A. § 568 is added to read:

§ 568.  ARCHITECTURAL SERVICES; BIDS

(a)  Prior to hiring an architect for construction or renovation of a building, a school board or supervisory union board shall solicit at least three proposals from persons deemed capable of providing architectural services.

(b)  Each proposal shall delineate the:

(1)  percentage of the bid attributable to the:

(A)  architect’s base fee;

(B)  amount to cover potential change orders due to an action by the school district;

(C)  amount to cover potential change orders due to an action or error on the part of the architect; and

(D)  amount to cover potential change orders due to an action or error by the contractor.

(2)  rates and charges for reimbursable expenses such as mileage and telephone charges.
