Statement of purpose:  This bill proposes to require the department of information and innovation to:  (1) use a streamlined process for awarding bids with values of less than $150,000.00; (2) give due consideration to the ability of a bidder to support locally the information technology services; and (3) maintain a list of approved information technology vendors and release state requests for proposals to every vendor on the list.

AN ACT RELATING TO STATE INFORMATION TECHNOLOGY SERVICES RFPs

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  22 V.S.A. § 901 is amended to read:

§ 901.  CREATION OF DEPARTMENT

There is created the department of information and innovation within the agency of administration.  The department shall have all the responsibilities assigned to it by law, including the following:

(4)  to review all information technology requests for proposal with a value of over $10,000.00 and use a streamlined process for awarding bids with values of less than $150,000.00.  The department shall give due consideration to the ability of the bidder to support locally the information technology services;

(11)  to support the statewide development of broadband telecommunications infrastructure and services, in a manner consistent with the telecommunications plan prepared pursuant to 30 V.S.A. § 202d and community development objectives established by the agency of commerce and community development, by:

(D)  making other reasonable arrangements;

(12)  to maintain a list of approved information technology vendors and release state requests for proposals to every vendor on the list.
