Subject: Education; next generation commission; Robert T. Stafford Schools of Mathematics, Science, and Technology
Statement of purpose: This bill proposes to extend the existence of the next generation commission and to amend its charge to include planning for the creation and implementation of the Robert T. Stafford Schools of Mathematics, Science, and Technology.
AN ACT RELATING TO NEXT GENERATION COMMISSION; ROBERT T. STAFFORD SCHOOLS OF MATHEMATICS, SCIENCE, AND TECHNOLOGY
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. NEXT GENERATION COMMISSION
(a) The commission established by Sec. 1 of No. 204 of the Acts of the 2005 Adj. Sess. (2006) to develop the next generation initiative shall continue to meet until October 1, 2007 when it shall submit its final report and recommendations to the speaker of the house, the president pro tempore of the senate, and the governor pursuant to the provisions of this section.
(b) To ensure that Vermont is better prepared to meet the demands of the next generation of high-technology/high-wage jobs, particularly in the field of environmental engineering, the commission shall:
(1) Develop and recommend a plan for statewide implementation of the Robert T. Stafford Schools of Mathematics, Science, and Technology, which shall serve as a component of the existing public education system and shall require no new construction.
(2) Collaborate with the commissioner of education, the president of the Vermont association of career and technical education, the executive director of the Vermont Institutes, representatives of postsecondary institutions, Vermont entrepreneurs, and other stakeholders to:
(A) Conduct a thorough review of the secondary and postsecondary standards and curricula for mathematics, science, and technology in Vermont; and
(B) Develop recommendations for the academic programs to be offered at the Stafford Schools and opportunities for dual enrollment at the state’s postsecondary institutions.
(3) Collaborate with Vermont postsecondary institutions offering education degrees or professional development to teachers to ensure that Vermont’s teachers are equipped to meet the objectives of the Stafford Schools.
(4) Ensure that its recommendations maximize use of Vermont’s existing investments in technology and telecommunications to deliver the Stafford Schools’ curricula directly to students.
(c) The commission members shall continue to serve without compensation. Legislative council, the joint fiscal office, and the agency of administration shall provide services in support of the commission’s work.
Sec. 2. EFFECTIVE DATE
This act shall take effect on passage.
