Subject: State buildings; legislative health and safety committee
Statement of purpose: This bill proposes to establish a legislative state buildings health and safety committee to hear complaints regarding health and safety conditions in state buildings.
AN ACT RELATING TO A STATE BUILDINGS HEALTH AND SAFETY COMMITTEE
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 29 V.S.A. § 11 is added to read:
§ 11. STATE BUILDINGS; HEALTH AND SAFETY COMMITTEE
(a) A state buildings health and safety oversight committee is established to gather information and investigate complaints regarding health and safety conditions in state buildings. The committee may hear from people wishing to provide information about health and safety conditions in any state building and request information from experts in building health and safety.
(b) Following an investigation into a complaint about health and safety in a state building, the committee may provide guidance to the commissioner of buildings and general services to ensure that state employees and visitors to state buildings are provided safe and healthful conditions. However, when the committee determines that an issue brought to its attention would be best resolved through appeal to the occupational safety and health review board pursuant to chapter 3 of Title 21, it shall direct involved parties to that remedy.
(c) Annually, on or before January 15, the committee shall report on its activities of the previous year to the general assembly.
(d) The committee shall be composed of three members of the senate appointed by the committee on committees and three members of the house appointed by the speaker.
