Subject: Conservation; groundwater resources; groundwater mapping
Statement of purpose: This bill proposes to require the agency of natural resources to map the groundwater resources of the state by county, beginning with Franklin County.
AN ACT RELATING TO GROUNDWATER MAPPING
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 10 V.S.A. § 1416 is added to read:
§ 1416. GROUNDWATER MAPPING
(a) In accordance with the requirements of subdivision 1392(a)(4) of this title to identify and map the groundwater resources of the state, the secretary of natural resources shall establish a groundwater mapping program within the office of the state geologist. The groundwater mapping program shall identify public water supply sources and groundwater sources that may serve as future public water supply sources. The office of the state geologist shall also identify areas of interest that require additional mapping, including location of water wells, mapping of surficial geology and bedrock, and, if funds are available, seismic studies.
(b) Groundwater maps shall be produced for each county of the state. The office of the state geologist shall initiate groundwater mapping in each county of the state according to the following schedule:
(1) Franklin County in 2007;
(2) Washington, Bennington, and Addison Counties in 2008;
(3) Rutland, Windham, and Caledonia Counties in 2009;
(4) Lamoille and Windsor Counties in 2010;
(5) Chittenden, Essex, and Orleans Counties in 2011;
(6) Orange and Grand Isle C ounties in 2012.
(c) The office of the state geologist may adopt rules implementing the requirements of this section.
Sec. 2. APPROPRIATIONS
In addition to any other funds appropriated to the agency of natural resources in fiscal year 2007, there is appropriated from the general fund to the agency $350,000.00 in fiscal year 2007 for the purpose of mapping the groundwater resources of Franklin County.
