Subject: Education; supervisory unions; budget; vote
Statement of purpose: This bill proposes to require that the voters in each member district of a supervisory union have an opportunity to vote on the supervisory union budget.
AN ACT RELATING TO VOTING FOR A SUPERVISORY UNION BUDGET
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 16 V.S.A. § 261a(11) is amended to read:
or before June 30 of each year, adopt a budget for the ensuing school year annually,
prepare a budget for presentation to the voters pursuant to section 305 of this
Sec. 2. 16 V.S.A. § 305 is added to read:
§ 305. ESTABLISHMENT OF A SUPERVISORY UNION BUDGET
(a) Annually, the board of the supervisory union shall present to the voters of the member districts an estimate of the expenses for the ensuing year. The voters of the member districts shall then vote to appropriate the sum they deem necessary for the expenses, together with the amount required to pay any balance left unpaid from the preceding year, expressing the sum in dollars in the vote.
(b) In a supervisory union in which the member districts do not all belong to one union school district, the budget vote shall be warned and held by Australian ballot on the same date and at the same time at separate school district meetings in each member district. The votes in each district shall be certified by the chair of the school district board and reported to the chair of the supervisory union board. The votes of all board members shall be commingled. Early and absentee voting as provided by sections 2531 through 2550 of Title 17 shall be permitted.
(c) In a supervisory union in which all member districts belong to one union school district, the budget vote shall be warned and held in the same manner as the vote on the union school district budget is warned and held.
(d) Following a successful vote on the budget, the board of directors shall compute the share of each member district in the sums so voted and give notice of the amount to the legislative branch of each district.
Sec. 3. EFFECTIVE DATE
This act shall take effect from passage and shall apply to budgets for the 2009–2010 academic year and after.
