Statement of purpose:  This bill proposes to require the secretary of administration to report to the general assembly in January 2009 with a proposal from a private, independent contractor to aid the regional technical centers of the state with the implementation of an educational program for agriculture, forestry, and horticulture.

AN ACT RELATING TO AGRICULTURAL, FORESTRY, AND HORTICULTURAL EDUCATION

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  AGRICULTURAL, FORESTRY, AND HORTICULTURAL

             EDUCATION

On or before January 15, 2009, the secretary of administration shall submit to the house and senate committees on education, the house and senate committees on agriculture, and the house and senate committees on natural resources and energy a proposal from a private, independent contractor to aid the regional technical centers of the state with the implementation of education programs addressing the agricultural, forestry, and horticultural industries.  The report to the general assembly shall include:

(1)  A summary of state efforts to date of incorporating agriculture, forestry, and horticulture into the curriculum of the regional technical centers of the state.

(2)  A summary of the proposal by the contractor, including a summary of the related work conducted by the consultant.

(3)  A summary of the process that the secretary of administration utilized in selecting the proposed contractor, including the date on which the request for proposal was issued, the number of applicants, and the criteria utilized to review the applicants.

(4)  An estimate of the cost to the proposed contractor of developing a program to aid the regional technical centers of the state with the implementation of education programs addressing the agricultural, forestry, and horticultural industries.

(5)  A comparison of the contractor’s estimate under subdivision (3) of this section to the funds appropriated to the agency of agriculture, food and markets and the department of education for educational programs focusing on agriculture, forestry, and horticulture.
