Subject:  Fish and wildlife; local government; sport shooting ranges

Statement of purpose:  This bill proposes to authorize municipalities to regulate the hours of operation of sport shooting ranges.

AN ACT RELATING TO MUNICIPAL AUTHORITY TO REGULATE THE HOURS OF OPERATION AT SPORT SHOOTING RANGES

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  24 V.S.A. § 2291 is amended to read:

§ 2291.  ENUMERATION OF POWERS

For the purpose of promoting the public health, safety, welfare, and convenience, a town, a city, or an incorporated village shall have the following powers:

(8)  To regulate or prohibit the use or discharge, but not possession of, firearms within the municipality or specified portions thereof and to regulate the hours of operation at a sport shooting range as that term is defined in section 5227 of Title 10, provided that an ordinance adopted under this subdivision shall be consistent with section 2295 of this title and shall not prohibit, reduce, or limit discharge at any existing sport shooting range, as that term is defined in section 5227 of Title 10.
