Subject: Internal security; emergency management; evacuation plan; priority for young children; elderly
Statement of purpose: This bill proposes to assure that young children and the elderly have priority for evacuation during an emergency.
AN ACT RELATING TO EVACUATION OF CHILDREN AND
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. EMERGENCY MANAGEMENT SERVICES; EVACUATION
The director of the Vermont emergency management services and the Vermont adjutant general shall adopt by rule and implement a clearly defined plan with specific details for evacuation necessitated by a disaster or emergency called by the governor, particularly one resulting from nuclear power. The plan shall give evacuation priority to the most vulnerable populations, young children from schools and preschools, and the elderly from nursing homes and other institutions that provide care or housing or both to the elderly.
