Subject: Medicaid; ambulance services; nonemergencies; co-pay
Statement of purpose: This bill proposes to require Medicaid to charge a
co-pay for nonemergency use of ambulance services.
AN ACT RELATING TO ESTABLISHING A MEDICAID CO-PAY FOR NONEMERGENCY USE OF AMBULANCE SERVICES
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 33 V.S.A. § 1901(g) is added to read:
(g) The secretary shall impose a co-payment, in an amount set by the general assembly, for nonemergency use of ambulance services. Fees collected under this subsection shall be credited to the state health care resources fund established in section 1901d of this title and shall be available to the agency to offset the costs of providing Medicaid services.
Sec. 2. MEDICAID COPAYMENT FOR NONEMERGENCY USE OF AMBULANCE SERVICES
The secretary of human services shall amend the rules for the Medicaid and VHAP programs to require each beneficiary to pay a $25.00 co-payment for each nonemergency use of ambulance services.
