Subject: Department of buildings and general services; emergency response assistance grant; capital appropriation
Statement of purpose: This bill proposes to establish an emergency response assistance grant to help municipalities purchase emergency responder equipment.
AN ACT RELATING TO AN EMERGENCY RESPONSE ASSISTANCE GRANT PROGRAM
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. EMERGENCY RESPONSE ASSISTANCE GRANT PROGRAM
(a) Creation of program. There is created an emergency response assistance grant program to provide competitive grants to municipalities as defined in chapter 117 of Title 24 to pay for 50 percent of the costs of purchasing vehicles and equipment needed to provide ambulance, fire, and other emergency responder services. Funds shall be awarded only when evidence is presented by a successful applicant that 50 percent of the costs have been raised from nonstate sources.
(b) Creation of a committee. There is established an emergency assistance grant advisory committee to consist of the commissioner of public safety or designee, the commissioner of buildings and general services or designee, a representative of the Vermont League of Cities and Towns, a representative appointed by the speaker of the house, a senator appointed by the senate committee on committees, and two members who are involved in providing municipal emergency response services appointed by the governor. The members of the committee shall elect a chair. The members appointed by the governor shall serve for a term of two years or until successors are appointed.
(c) Process. The emergency assistance grant advisory committee shall coordinate and administer the emergency assistance grant program. On or before July 1, 2008, the commissioner of buildings and general services shall convene an initial meeting of the committee, during which the committee shall begin to develop an application form and establish criteria under which applications will be evaluated. The committee shall also establish a process that ensures:
(1) efficient review of applications;
(2) equitable selection of grant recipients; and
(3) accountability of grant recipients.
(d) The department of buildings and general services shall provide administrative support to the program.
Sec. 2. EMERGENCY RESPONSE ASSISTANCE GRANT PROGRAM; APPROPRIATION
The amount of $1 million is appropriated from state general obligation funds to the department of buildings and general services for the emergency response assistance grant program established in Sec. 1 of this act.
