Subject: Public service; new electric facilities
Statement of purpose: This bill proposes to authorize the department of public service to perform an initial site analysis to determine possible sites in Vermont for next generation electricity plants.
AN ACT RELATING TO SITING NEW ELECTRIC GENERATING FACILITIES
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 30 V.S.A. § 248a is added to read:
§ 248a. SITING OF NEW ELECTRIC GENERATING FACILITIES
The department shall investigate and prepare a report on possible sites in the state for new electric generating facilities. The investigation shall be preliminary and not constitute an indication of approval by the department for particular sites. The purpose of the investigation is to enable serious, informed discussion of potential options for new facilities in time to respond to the need for generation because of the end of long-term contracts with Hydro Quebec and the possible expiration of the operating license of Vermont Yankee. The analysis shall include potential sites for facilities powered by all possible fuel sources. The department shall submit the report to the house and senate committees on natural resources and energy, the house committee on commerce and the senate committee on finance on or before July 1, 2008. The department shall make the report readily available to the public. The report shall be updated as necessary.
