Subject: Public property and supplies; state construction contracts; apprenticeship training program
Statement of purpose: This bill proposes to require state construction contractors to include apprenticeship trainee slots equivalent to four percent of the workforce to be filled from Vermont's area technical centers and Vermont's state colleges and university.
AN ACT RELATING TO APPRENTICESHIP TRAINEE REQUIREMENTS FOR STATE CONSTRUCTION CONTRACTORS
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 29 V.S.A. § 161(a) is amended to read:
(a) Bids; selection.

(3) A bid for the construction of any state project shall include apprenticeship trainee slots equivalent to four percent of the workforce to be utilized on the project. Trainee slots shall be filled by individuals enrolled in or graduated from one of Vermont’s area technical centers or state colleges or the University of Vermont. Trainees shall be provided a stipend commensurate with the rate for apprentices in the particular field of employment.
