Statement of purpose:  This bill proposes to designate Counterpoint as the state choral chamber music ensemble.  The bill would also appropriate $10,000.00 to Counterpoint for the furtherance of its musical performance and education activities.  

AN ACT RELATING TO DESIGNATING COUNTERPOINT AS THE STATE CHORAL CHAMBER MUSIC ENSEMBLE

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  Findings

The general assembly finds that choral chamber music ensembles, comprised typically of a dozen or fewer singers, perform an extremely enjoyable and a wide-ranging musical repertoire.  Their musical presentations serve as a significant component in the performing arts contribution to the Vermont economy.  The Counterpoint professional chamber music ensemble, under the inspired leadership of Robert De Cormier, has enriched the lives of thousands of Vermonters through its outstanding performances.  This musical organization’s repertoire encompasses both traditional classical choral works and the music of diverse traditions, including those of Africa, Latin America, and Jewish culture.  Counterpoint’s concerts have been aired both in the United States and internationally through the facilities of National Public Radio.  The ensemble participates in many instructional programs through its work with high school student choruses across the state.  For all of these reasons, the general assembly finds that Counterpoint merits the designation as Vermont’s state choral chamber music ensemble.

Sec. 2.  1 V.S.A. § 516 is added to read:

§ 516.  STATE CHORAL CHAMBER MUSIC ENSEMBLE

The state choral chamber music ensemble shall be Counterpoint.

Sec. 3.  Appropriations

There is appropriated $10,000.00 from the general fund to the Counterpoint choral chamber music ensemble.
