NO. R-477. SENATE CONCURRENT RESOLUTION HONORING W. JOHN MITCHELL AS AN EXTRAORDINARY PUBLIC SERVANT AND MUNICIPAL RETIREMENT SYSTEM TRUSTEE.

By Representatives Atkins of Winooski, Evans of Essex, Jerman of Essex, Koch of Barre Town, Manwaring of Wilmington, Martin of Wolcott, McDonald of Berlin, McFaun of Barre Town, Sweaney of Windsor, Valliere of Barre City.
Whereas, Jack Mitchell’s professional and civic associations with Barre Town extend over nearly four decades, and
Whereas, for over 38 years he has been an employee of the Barre Town school district, and
Whereas, Jack Mitchell’s interests in municipal management issues, and in representing his fellow citizens in a civic capacity, resulted in serving on the Barre Town selectboard, and
Whereas, matters pertaining to public safety are a personal priority for Jack Mitchell, and at various times in his career, he has been employed as a part‑time police officer in Barre City and Barre Town, and he is currently an employee of the Washington County sheriff’s department, and
Whereas, he has also served on Websterville fire district’s prudential committee, and
Whereas, all of his public safety experience has served as invaluable preparation for his current role as the emergency management chair in Barre Town, and
Whereas, apart from his outstanding local and county public service in central Vermont, for 27 years Jack Mitchell has observed municipal government from his perspective as the employee representative on the Vermont municipal employees’ retirement system board of trustees, and
Whereas, as a municipal retirement fund trustee, he has devoted numerous hours toward efforts to improve employee benefits, and
Whereas, during Jack Mitchell’s board service, the trustees approved three new defined benefit plans, plus an alternative defined contribution plan and a retiree health saving account option, and
Whereas, his fellow trustees respect his thoughtful and deliberate consideration of board business, and his word is always his bond, and
Whereas, Jack Mitchell is now concluding his long and successful tenure on the municipal retirement board, and his experience and congenial personality will be missed, now therefore be it
Resolved by the Senate and House of Representatives:
That the General Assembly honors W. John Mitchell for his decades of dedicated public service and especially for his outstanding tenure as a municipal retirement system trustee, and be it further
Resolved: That the Secretary of State be directed to send a copy of this resolution to W. John Mitchell at the offices of the Vermont municipal retirement system.
