Whereas, the nonprofit United Counseling Service (UCS) was formed on September 1, 1958, when two organizations in Bennington, the Mental Health Association and the Family Service Center, merged to form a single agency, and

Whereas, UCS’s outstanding reputation is based on the agency’s unconditional commitment to provide comprehensive, innovative, and universally accessible mental health and developmental services in close collaboration with the Bennington area community, and

Whereas, the agency has demonstrated a cost-effective home and community system of delivering its services, and

Whereas, UCS’s high-quality mental health and substance abuse programs, specialized children’s services, and developmental services all focus on client involvement, health and safety, and treatment outcomes, and its accreditation is internationally recognized, and

Whereas, the agency has played a pivotal role in the establishment of numerous social service organizations in Bennington County, such as the Child Advocacy Center, Turning Point, and the Southshire Substance Abuse Coalition, and

Whereas, UCS has met community needs through its sponsorship of successful programs that improve the intended beneficiary’s personal circumstances, including Head Start, Big Brothers, Big Sisters, Family Emergency Services, and Jump on Board for Success, and

Whereas, the agency has grown in response to the national trend for deinstitutionalization and the establishment of community services instead of congregate living facilities, and

Whereas, UCS has helped reintegrate hundreds of individuals into the community on their return from the Vermont state hospital and the former Brandon Training School, and the large majority of these persons are now living independently and supporting themselves, achievements based on the agency’s close collaboration with the community, and

Whereas, during the past 50 years, UCS has advocated to eliminate the stigma long associated with mental illness and developmental disabilities, and

Whereas, since its inception, UCS has served thousands of children, adults, and families and has helped persons from all economic strata to build a better foundation for their future filled with personal strength and dignity, now therefore be it

Resolved by the Senate and House of Representatives:

That the general assembly congratulates United Counseling Service of Bennington on its 50th anniversary, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to United Counseling Service in Bennington.
