Whereas, the Vermont Superintendents Association annually names a recipient of the Frederick H. Tuttle Service Award, honoring an individual who merits the title Vermont Superintendent of the Year and remembering former South Burlington Superintendent Frederick H. Tuttle whose contributions to public education in Vermont were significant, and

Whereas, the criteria the association considers in naming the award’s recipient are “outstanding educational leadership at the local, regional, and state levels and a commitment to public education and children of Vermont,” and

Whereas, in 2007, after careful consideration, the Vermont Superintendents Association selected Windsor School District Superintendent Brenda Needham as the Frederick H. Tuttle Service Award recipient, and

Whereas, since the 1970s, Brenda Needham has worked in public education, and in 2000 she became the Windsor School District superintendent, and

Whereas, she has a superb professional reputation and is known as a school superintendent who is focused on the needs of children, and

Whereas, Brenda Needham works closely with teachers, parents, and the Windsor school board to implement improvements in the operation of the Windsor schools, and

Whereas, as a school superintendent, Brenda Needham has focused on a number of administrative areas including strategic planning, fiscal management, and community engagement while also dedicating considerable attention to the learning environment and curriculum development, and

Whereas, other school superintendents in the state and the region have recognized Brenda Needham’s excellent leadership skills, electing her to serve as secretary of the Vermont Superintendents Association and as president-elect of the New England Association of School Superintendents, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly congratulates Windsor School District Superintendent Brenda Needham on being named the 2007 Vermont Superintendent of the Year and Frederick H. Tuttle Service Award recipient, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to Brenda Needham at the administrative office of the Windsor School District.
