NO. R-276.  House concurrent resolution honoring Tom Frazier for his quarter century plus of outstanding local and regional public service on behalf of the town of Roxbury.

Whereas, Tom Frazier dedicated 28 years to serving the citizens of Roxbury as a public servant of high esteem, and

Whereas, he began his civic career in the demanding office of lister, in which he served from 1980 to 1982, and on matters related to the town’s transportation infrastructure as road commissioner from 1981 to 1987, and

Whereas, after acquainting himself with these essential aspects of local government operations, Tom Frazier was elected to serve as a member of the Roxbury Selectboard for several terms and two extended periods of service, initially from 1982 to 1987 and later from 1996 until the present, and

Whereas, Tom Frazier offered his services to the town as a volunteer firefighter from 1988 to 1995, a job that can call a person to emergencies at all hours of the day and night, and as Roxbury’s director of emergency management, initially during 2001 and again since 2006, in which role he has drawn on his firsthand firefighting experience, and

Whereas, his early years of service on the Roxbury Selectboard and the town’s board of civil authority served him well as a justice of the peace from 1988 to 1997 and later during 2004–2005, and

Whereas, Tom Frazier’s knowledge of town government made him an ideal appointee as Roxbury town agent, and he exercised the duties of town agent competently from 1990 to 1993, and

Whereas, the skills and experience he gained on the Roxbury Planning Commission from 1993 to 1996 enabled him to serve effectively on the Central Vermont Regional Planning Commission on Roxbury’s behalf since 2001, and

Whereas, in recognition of Tom Frazier’s nearly three decades of dedicated public service on behalf of the town of Roxbury and of his announced retirement from the Roxbury Selectboard effective Town Meeting Day 2008, he will be honored at a community celebration during February 2008, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly honors Tom Frazier for his quarter-century-plus of outstanding municipal and regional public service on behalf of the town of Roxbury, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to Tom Frazier in Roxbury.
