NO. R-206.  House concurrent resolution congratulating Thomas Secoy on winning the 2007 Vermont Arbor Day poster contest.

Whereas, pursuant to section 372 of Title 1 of the Vermont Statutes Annotated, the first Friday in May is designated as Arbor Day, and

Whereas, in celebration of this much‑anticipated spring celebration, the state of Vermont conducts a poster contest open to 5th grade students, and

Whereas, the North Bennington Graded School’s students’ participation in the contest is centered on five key concepts:  a forest is more than trees; many different kinds of forests exist; every forest contains a variety of habitats that support diverse, interdependent communities of plants and animals; a forest provides many benefits; and altering a forest environment affects all living things and interrelationships in an ecosystem, and

Whereas, at the Arbor Day Poster Contest’s Rutland regional competition, four posters from the North Bennington Graded School were displayed, and the four posters had been chosen for this honor with the assistance of Gary Salmon from the Department of Forests, Parks and Recreation, and  

Whereas, Thomas (Tommy) Secoy, a 5th-grader at North Bennington Graded School, was selected as both the Rutland regional winner, and then at the Vermont Flower Show, the nearly 400 voting attendees selected his poster as the 2007 Vermont Arbor Day Poster Contest first‑prize winner, and

Whereas, Tommy Secoy is a talented young artist who uses his keen observation skills to place meticulously developed details in his drawings, and his artwork has been exhibited at community art shows in Bennington, and

Whereas, he brought his great love of the outdoors and his experiences going into the woods with his father to the creation of his poster which was centered on a rainforest theme, and

Whereas, Tommy Secoy is being honored today, May 4, 2007, both in the general assembly and at the Governor’s Arbor Day ceremony on the state house lawn where Governor Douglas will present him an official copy of his winning poster and a $100.00 U.S. Savings Bond, and

Whereas, his poster will now be entered in the national Arbor Day Poster Contest, and the 1st‑place prize is a $1,000.00 U.S. Savings Bond, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly congratulates Thomas Secoy on winning the 2007 Vermont Arbor Day Poster Contest and wishes him good luck in the national competition, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to Thomas Secoy and to the North Bennington Graded School.
