Whereas, Proctor Junior-Senior High School, the defending Division IV basketball champions, entered the 2006–2007 hoop campaign with a positive attitude and they generated an excitement that was obvious among the team’s fans at home games, and

Whereas, the Phantoms did not disappoint their loyal supporters as they continued their winning ways from 2006, as not a single opponent they faced during the regular season and initial playoff rounds walked off the court victorious at the final buzzer, and

Whereas, despite the incredible string of victories that totaled 30 prior to the final game at the Barre Auditorium, their neighboring rivals, the West Rutland Golden Horde, exhibited sharpness on the hardwood court and gave the Phantoms their greatest challenge of the 2006–2007 season, and

Whereas, West Rutland held the scoring edge during much of the game, and Proctor’s basketball magic seemed to be vanishing, and

Whereas, despite the dire situation late in the fourth quarter, the Phantoms drew on their vast knowledge of the sport to leave Barre with this most important victory, and

Whereas, with 1:58 left in regulation play, Proctor’s Kyle McQuarrie succeeded in the execution of a three-point play, giving the Phantoms the lead which they maintained for the balance of the game, and

Whereas, as the final buzzer was heard in the Barre auditorium, the Phantoms had clinched their second consecutive Division IV title, their third in the last four years, and concluded with an undefeated 23–0 record that will stand in the annals of Vermont interscholastic basketball, and

Whereas, all the Phantoms, including Kyle McQuarrie, Jacob Tanner, Chad Thornton, DJ Barton, Ryan Connell, Zach Currier, Alex Salgo, Adam Falco, Jordan Snow, Curtis Robinson, Randy Chartrand, Chris Perry, Brennan Watkins, and Dan Probst, rejoiced in this special victory, and

Whereas, coach Richard Wilcox is truly one of the elite high school basketball coaches in Vermont, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly congratulates the 2007 Proctor High School Phantoms Division IV championship basketball team, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to Dick Wilcox at Proctor Junior-Senior High School.
