NO. R-113.  House concurrent resolution honoring Deputy Secretary of the Agency of Natural Resources Canute Edward Dalmasse for his outstanding public service on behalf of all Vermonters.

Whereas, since 1971, Canute Dalmasse has devoted his professional career to improving Vermont’s natural environment, and his topical expertise and widely recognized administrative skill have enabled him to rise through the ranks to positions of great responsibility within state government, and

Whereas, he graduated from Columbia College and served in the U.S. Army infantry in Vietnam as a member of the 101st Airborne Division, and

Whereas, Canute Dalmasse became a specialist in water resource issues and served as director of the office of water resources and as assistant chief of operations in the former department of water resources, and

Whereas, his managerial talents were demonstrated on a daily basis, and he was appointed as commissioner of the department of environmental conservation, a job he performed skillfully and honorably, and

Whereas, Canute Dalmasse’s success as commissioner of environmental conservation resulted in a further promotion to the position of Deputy Secretary of Natural Resources, making him the number two administrative official in state government with an environmental portfolio, and

Whereas, he has ably served as acting secretary, on occasion making certain that the agency sailed a steady course under his interim direction, and

Whereas, he and his wife, Diane, who serves as director of the Vermont division of Vocational Rehabilitation, are the parents of two sons, Leighton, a senior GIS analyst in Woods Hole, Massachusetts, and Canute, a staff member of the Goldman Sachs investment banking firm in its Hong Kong office, and

Whereas, after 36 years in state government, Canute Dalmasse will be retiring this spring and deserves special commendation for his dedication to improving Vermont’s natural environment, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly honors Deputy Secretary of the Agency of Natural Resources Canute Edward Dalmasse for his outstanding public service on behalf of all Vermonters, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to Canute Edward Dalmasse.
