NO. R-68.  House concurrent resolution thanking the Vermont agency of transportation’s district and central garage forces for their heroic response to the 2007 Valentine’s Day blizzard.

Whereas, after an initially mild and minimally snowy 2006–2007 winter season, Vermont was walloped when an enormous blizzard inundated the state on Valentine’s Day, and

Whereas, this storm tested the agency of transportation’s human and technical resources dedicated to returning Vermont’s interstate and state highway systems, a combined network of 3,400 miles, to a drivable condition in the wake of a snowstorm, and

Whereas, although it is not uncommon for the Green Mountain State to be the recipient of blustery winter weather, the agency of transportation does not encounter snowfalls of record intensity with accompanying gusty winds on a regular basis, and

Whereas, the agency of transportation’s forces at both the central garage and the nine highway maintenance districts were ready to meet this challenge upon the storm’s arrival, and

Whereas, nearly 300 vehicles including 250 plows plus graders and pickup trucks, were marshaled to roll back the storm’s negative impact on Vermont’s transportation lifelines, and

Whereas, a standing army of nearly 500 workers reported for road clearance duty, ready to remove the snow that blocked the state’s highways, and

Whereas, nearly all of these state employees worked for 36 hours during the 48-hour period beginning at 4:00 a.m. on Wednesday, February 14, and

Whereas, because of the thorough and swift work of the agency’s snow clearance forces, there were no reported serious storm-related motor vehicle accidents as of 7:30 a.m. on Friday, February 16, and

Whereas, despite the gravity of the storm and the breadth of Vermont’s interstate and state highway networks, the agency’s forces attended to the snow clearance needs of the 10 state airports, and eight were back in operation by late Thursday afternoon, and

Whereas, the agency of transportation’s extraordinary job performance during this week’s snowstorm merits special and immediate commendation on the part of the general assembly, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly thanks profusely the Vermont agency of transportation’s district and central garage forces for their heroic response to the 2007 Valentine’s Day blizzard, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to Secretary of Transportation Neale Lunderville and to the emergency management office in Waterbury.
