ACT NO. 182
Economic and workforce development; green industries;
This act directs the Commission on the Future of Economic Development to establish a uniform set of goals and benchmarks for gauging economic development in the state. For purposes of evaluating the effect on economic development, the act directs the commissioner of finance and management to submit a unified economic development budget and prepare a report on economic development assistance, tax impacts, performance measurements, and job creation.
The act also directs the commissioner of labor to perform an analysis of, and issue a written report on, the existing and potential labor force and business opportunities in the environmental technology sector. The act also directs the commissioner of labor, in conjunction with representatives of groups in related industries, to develop a workforce development plant relating to green building, energy efficiency, and renewable energy industries.
The act directs the commissioner of education to research and present a written report on attendance, costs, opportunity, incentives, and barriers to attendance of both secondary students and adults at regional technical center educational programs.
The act forbids any deduction from an employees salary for the care, cleaning or maintenance of required apparel. Additionally, no deduction made be made for provision of required apparel without an employees written consent, and cannot in any case reduce the employees wage below the hourly minimum wage, include administrative fees or charges, or amend, nullify or violate the terms of and conditions of any collective bargaining agreement.
