Agriculture; Vermont milk commission; hauling and s
top charges; minimum price
This act directs the Vermont milk commission to adopt rules establishing an over-order premium for Class I cows milk and a minimum producer price for dairy farmers that enables the cost of picking up milk at the farm and hauling the milk to the purchaser to be paid by the purchaser instead of the farmer. The milk commission shall commence the rulemaking process necessary to adopt these rules within 60 days of the effective date. The rules required for the
over-rder premium shall take effect only if, by rule or legislation, New York and Pennsylvania have enacted substantially comparable provisions for their dairy farmers. The minimum price rule shall take effect when, by rule, legislation, or other agreement, New York and one other state in the Northeast Marketing Area, Federal Order 1, have accomplished the purpose of this act or on January 15, 2009, whichever comes first. The milk commission shall report the progress being made on implementing this act to the house and senate committees on agriculture on or before November 1, 2007 and shall report annually on its activities to the house and senate committees on agriculture on or before January 15, beginning in 2009.
