Agriculture; mosquito abatement; mosquito control grant-in-aid
This act establishes a mosquito control grant program within the agency of agriculture, food and markets (agency of agriculture). Under the program, a mosquito control district formed according to the requirements for union municipal districts may apply to the agency of agriculture for a state assistance grant for mosquito control activities. The agency of agriculture may award up to 75 percent of the project costs for the purchase and application of larvicide. The act authorizes the agency of agriculture to make awards to priority projects. Priority is granted to projects in mosquito control districts where there is a history of mosquito breeding and mosquito populations and to projects where the agency of agriculture recommends control activities based on a local survey. Mosquito control districts are required to show proof of insurance prior to an award of a grant, and mosquito control districts must seek the approval of the agency of agriculture prior to treatment activities. The act also requires the agency of agriculture to report to the house and senate committees on agriculture on or before January 15, 2008 with a proposed statewide policy for mosquito control and abatement. In addition, the act provides that a single municipality may establish a municipal survey committee for the purposes of forming a mosquito control district.
