Joint Concurrent House Resolution


H.C.R.  86

House concurrent resolution honoring Frank Plumley for his extraordinary public service on behalf of the Brown Public Library in Northfield

Offered by:  Representatives Grad of Moretown and Donahue of Northfield

Whereas, the Brown Public Library in Northfield is a valued community institution that has experienced important physical and program expansion during the last few years, and

Whereas, the construction of a public library wing and the addition of new programs requires careful oversight and managerial attention, and

Whereas, the success of the Brown Public Library in Northfield, on both these fronts, can be attributed in large measure to the extraordinary diligence and oversight of the library’s retiring board of trustees’ chair, Frank Plumley, and

Whereas, his creativity and initiative have contributed greatly to the library’s new vitality and prominence in the town of Northfield, and

Whereas, under Frank Plumley’s innovative and thoughtful leadership, the Brown Public Library was able to increase the facility’s square footage with the construction of a handsome addition that encompasses much needed new stack space, expanded reading areas, and a popular community room and  adjacent kitchen, and

Whereas, once the building project was approved and the plans finalized, he monitored the project’s progress as he worked with the contractors to assure completion in a timely and satisfactory manner, and

Whereas, Frank Plumley has been instrumental in improving the library’s administration, increasing its hours of operation as well as the fundraising program’s efficiency and success, and

Whereas, he has advanced the library’s cause in the political arena by advocating for the children’s librarian’s position and the library’s annual budget before the selectboard, and

Whereas, in those years when his persuasive powers have not swayed the town’s municipal officials, Frank Plumley has campaigned successfully for the placement and adoption of the necessary expenditures on the ballot, and

Whereas, under his auspices, the annual used book sale has been transformed into an even more successful used bookstore, and

 

 

Whereas, after many years of devoted service to the Brown Public Library, Frank Plumley is retiring as chair of the board of trustees, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly honors Frank Plumley for his many years of extraordinary public service on behalf of the Brown Public Library in Northfield, and be it further

Resolved:  That the secretary of state be directed to send two copies of this resolution to the Brown Public Library in Northfield, one for presentation to Frank Plumley and a second for the library’s permanent retention.
