AN ACT RELATING TO EARLY CHILDHOOD EDUCATION
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. EARLY EDUCATION; DEVELOPMENT OF MODELS
(a) The commissioner of education and the commissioner for children and families shall collaborate to develop:
(1) a model for conducting a collaborative community needs assessment process involving parents, school officials, early childhood councils, and community providers of early childhood services, and for addressing the findings in a school district action plan for the provision of appropriate early childhood education services; and
(2) a model contract which may be used by a school district to develop contracts with early childhood education service providers;
(3) a model for integrating funding from the agency of human services with other appropriate funding.
(b) On or before January 30, 2007, the commissioners shall present the models to the senate and house committees on education.
(c) In order to give the general assembly time to respond to the recommendations presented under this section, the Vermont state board of education shall not adopt, revise, or repeal any rules governing early childhood education services and funding before June 30, 2008.
Sec. 2. INTERIM PROVISIONS
During the 2007-2008 school year, a school district which begins a new program of early childhood education services shall contract with qualified early childhood education service providers in the school district unless it determines that it cannot efficiently and effectively provide quality services using these providers, or that no qualified programs exist in the district or no private programs are interested in providing the services in collaboration with the school district. In determining efficiency and effectiveness, school districts shall emphasize affordability, access and high quality in early learning experiences.
