Statement of purpose: This bill proposes to create a task force to contract for services to develop a design for construction of a food manufacturing incubator facility in Vermont that would be available to start-up companies and small manufacturers in the value-added food industry. The task force shall also conduct a conceptual study to determine an appropriate location for the development or redevelopment of the facility.
AN ACT RELATING TO DEVELOPING A FOOD MANUFACTURING INCUBATOR FACILITY TO SUPPORT AND ENHANCE THE VERMONT VALUE-ADDED FOOD INDUSTRY
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. AGENCY OF AGRICULTURE, FOOD AND MARKETS; AGENCY
OF COMMERCE AND COMMUNITY DEVELOPMENT; FOOD
MANUFACTURING INCUBATOR FACILITY; FEASIBILITY
(a) The agency of agriculture, food and markets, in cooperation with the agency of commerce and community development, shall form a task force no later than August 1, 2006. The task force shall be composed of the secretary of agriculture, food and markets; the secretary of commerce and community development; the director of the Vermont Food Venture Center; the president of the Vermont specialty food association; the president of the Vermont chapter of the national organic farmers association; and a representative from the Vermont meat and poultry industry. The members of the task force who are not state employees shall be entitled reimbursement pursuant to 32 V.S.A. § 3010 for attendance at each meeting. The agency of agriculture, food and markets shall provide administrative assistance to the task force.
(b) The agency of agriculture, food and markets shall be the contracting agency for the task force and shall negotiate contracts for architectural and engineering services under the supervision of the task force. The task force shall undertake and complete a study to identify site options and possible designs for a co-packing facility to be available to start-up companies, small producers, and manufacturers in the value-added food industry in Vermont. The task force shall issue a report that includes all the following:
(1) Identification of possible development sites or existing sites with existing facilities for redevelopment and an estimate of any land acquisition costs.
(2) Determination of building dimensions and special allocations.
(3) Determination of all building and environmental permitting requirements.
(4) Design for utility, water, and wastewater services.
(5) Design for roads, parking, and access.
(6) Identification of stormwater and other natural-resources-related issues.
(7) Criteria for green technology, bio-fuel, and LEED certification.
(8) Creation of a cost-model structure to advance project for schematics and the final design and construction phase.
(c) On or before January 15, 2007, the agency of agriculture, food and markets shall submit the report on behalf of the task force to the house and senate committees on agriculture, the house committee on commerce, and the Senate committee on economic development, housing and general affairs.
Sec. 2. APPROPRIATION
From the appropriation made to the agency of agriculture, food and markets in fiscal year 2007, the amount of $75,000.00 shall be made available to fund the architectural and engineering services and site selection efforts required by this act.
