Statement of purpose: This bill proposes to require insurance coverage for naturopathic services in treatment for chronic conditions.
AN ACT RELATING TO INSURANCE COVERAGE FOR NATUROPATHIC TREATMENT FOR CHRONIC CONDITIONS
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 8 V.S.A. § 4089k is added to read:
§ 4089k. NATUROPATHIC SERVICES FOR CHRONIC CONDITIONS
(a) As used in this section:
(1) “Chronic condition” means an illness or impairment that is expected to last one year or more and for which one or both of the following apply:
(A) the condition limits what the afflicted individual is able to do;
(B) the condition requires ongoing medical care.
(2) “Health care provider” has the same meaning as in section 9402 of Title 18.
(3) “Health insurance plan” means an individual or group health insurance policy, hospital or medical service corporation service contract, or health maintenance organization health benefit plan offered, issued, or renewed in this state.
(b) A health insurance plan shall provide coverage for treatment for a chronic condition by a naturopathic physician practicing pursuant to chapter 81 of Title 26. A health insurance plan shall not establish any rate, term, or condition that places a greater financial burden on an insured person for access to treatment by a naturopathic physician than for access to treatment by any other primary health care provider.
